Hey Guys, I’ve been doing some digging and just trying to find anything on these guys. They have a pretty large network it looks like:

american coalition for releif crisis pac is their head operation. That feeds down into other operations. This is that websites home:https://www.accrnews.org/

They also own: http://www.AmericanCoalitionForCrisisRelief.com but it is not active.

That feeds into a veterans scam and the breast cancer scam we know. The breast cancer scam has a couple sites:
https://bcrc-donate.org/
https://www.breastcancerpac.org/
https://helpbreastcancer.org/

They all use a similar mysecurepay portal and all are hosted anonymously on godaddy.

If you want to get disgusted, check their finances:

I can’t find anywhere people are trying to congregate to expose the Bill Davis, but if you find anything else, I’d love to hear it.

I think the "ABCC" is now calling themselves the "National Breast Cancer Committee." I've seen reports from two scamhunters about a certain toll-free number calling from the American [BCC], but when called back, it's answered as the _National_ [BCC].
Something else I found "interesting": In early February, I called one of the many toll-free numbers used by the National Committee for Volunteer Firefighters and gave them a fake name. I received a letter from them postmarked Feb. 7. A few days later, I received an identical envelope (very distinctive window envelopes) postmarked Feb. 10, from the National Breast Cancer Committee PAC, with a p.o. box address in Elm Grove, WI.It was addressed to the same name I gave the AI at the NCVF. The NCVF address is a p.o. ox in Brookfield, WI, about 6½ miles away from Elm Grove.
Coincidence? Something tells me otherwise.
Some folks are looking into filing lawsuits under the Telephone consumer Protection Act against faux PACs for making robocalls, including ones to cell phones. If they're not really a PAC, then they shouldn't have any exceptions under the TCPA.

I think you're right, and as you've shown, these chameleons seem to have multiple names, mailing addresses, URLs, and tons of toll-free numbers. "Many interchangeable parts."
One of the guys on a scambaiter forum that I read has a long list of "PAC" names and numbers, but I got a call this morning from a an (877) number that wasn't yet on his list. Once again, I missed the call, but when I called back, it was "Catherine (or Katherine) Smith from the National Breast Cancer Committee." I thought she said something about providing medication for women who can't afford it, but I couldn't get "her" or the other AI voice in the "records department" to say they are a charity. There was also a mention of a parent organization, the "National Cancer Alliance PAC." Mind-boggling, ain't it?
I'm going to see if my state has a registration law similar to the NV statute you've written about.
I think I'm going to have quite a time outlining all this to Sen. Collins and Rep. Pingree, but somebody's got to get the ball rolling. The research you've done already will make it easier. Thank you.

Scamhunter5171, what matters, I would think, is the name being presented as the cause more than who owns the phone line.
